Transforming child care access in Los Angeles County
Resultant is pleased to announce a new engagement with the Child Care Alliance of Los Angeles (CCALA) to design a framework for a comprehensive centralized childcare system encompassing search, referral, and eligibility functions across providers in Los Angeles County. The initiative will address the current fragmented landscape of childcare services by creating a unified platform that will improve access and coordination for families, providers, and agencies throughout the county.
Home to more than 9.7 million people, Los Angeles County is the most populous county in the United States, and approximately 20% of residents are under the age of 18. Currently, childcare data in LA County is dispersed across the ten Resource & Referral (R&R) and Alternative Payment Program agencies, school districts, and early childhood education programs, creating significant barriers for families seeking care and inefficiencies in service delivery. A new, centralized system will integrate these disparate data sources into a seamless, user-friendly platform that enhances coordination, accessibility, and efficiency in childcare services.
“Accessing child care in Los Angeles County has historically been challenging for families, and this system will change that,” said Executive Director of the Child Care Alliance of Los Angeles Cristina Alvarado. “For the first time, families and childcare programs will be connected through one streamlined system, making it easier for families to find care, for early care and education providers to reach the families who need them, and for agencies that support families and providers to coordinate efforts countywide. This initiative is about more than technology; it’s about building a more accessible and connected childcare system for our county and communities.”
Building a family-first, centralized childcare system
Resultant’s comprehensive approach will focus on three key areas:
- Connected Systems: The solution will enable all childcare systems across LA County to communicate with each other in real-time, automatically sharing information between eligibility verification, provider availability, and referral matching. This eliminates the need for families to enter the same information multiple times and ensures they are matched with the best available options for child care.
- Streamlined Application Process: Families will benefit from automated eligibility screening that instantly determines qualification based on income, household size, and other factors. The platform will provide real-time updates on application status, secure document upload capabilities, and smooth transitions from approval to enrollment without requiring families to keep starting the process over.
- Unified Standards and Privacy Protection: All participating agencies will work from the same data standards and definitions, creating consistency across the system. The platform will maintain the highest security standards and comply with all federal and state privacy laws to protect family information.
The engagement will begin with a comprehensive assessment of current processes across R&R agencies, school districts, and childcare providers. Through stakeholder workshops, focus groups, and consultative sessions, Resultant will gather insights into shared challenges families face in navigating eligibility requirements and enrollment processes.
Creating lasting impact for families and providers
“We’re proud to partner with CCALA to support their mission of strengthening families and ensuring high-quality child care and early learning across Los Angeles County,” said Resultant Early Childhood Manager Amy Smigielski. “Designing a cohesive eligibility and enrollment system that integrates seamlessly within the referral platform will help create an environment where children and families can thrive, while also supporting the early childhood educators who are so vital to this ecosystem.”
The new system will become mobile-accessible and will provide multi-language support to best serve the diverse population of Los Angeles County. Features will include intuitive navigation for all users regardless of technical comfort and streamlined interfaces for providers managing enrollments.
